PARKING PERMIT PROGRAM:
The goal of the Parking Permit Program is to support Downtown Village business in Parking District One by providing business owners and employees with affordable, all-day parking in designated areas. Since business owners and employees often park for long periods of time without moving, it is beneficial to businesses to locate permit parking areas away from prime parking areas used by business customers.

The Parking Permit Program is for businesses and employees of businesses in Parking District One ONLY. All permits that are purchased will be audited for compliance with this policy. Purchasers of permits that violate this policy will be notified via email in advance of the permit being revoked without refund.

NOTICE OF PARKING PERMIT PRICE INCREASE AND ELIMINATION OF TIERED PERMITS

Effective January 1, 2026, the price of a quarterly permit will increase to $80 for a quarterly permit and $288 for an annual permit. The parking permit tiers have been eliminated. Purchasers of quarterly and annual permits may park in any of the seven designated parking areas as follows:
Seven Parking Areas:
- Allison Ave., from Spring St. to La Mesa Blvd. (on-street)
- Allison Ave. Municipal Parking Lot
- Lemon Ave., from Spring St. to 4thSt. (on-street)
- Lemon Avenue Municipal Parking Lot
- Palm Avenue Municipal Parking Lot
- La Mesa Blvd., from Acacia Ave. to Normal Avenue (on-street)
- La Mesa Blvd. Municipal Parking Lot

*PARKING PERMIT PROGRAM PORTAL UNAVAILABLE IN DECEMBER (2025)
The permit portal will be unavailable to purchase permits in December while system maintenance and updates are being completed to implement new pricing. If your permit expires in December, please continue to display the expired permit. Parking enforcement will NOT cite properly displayed permits that expire in December until January 7, 2026, to provide purchasers with a seven-day grace period to purchase new permits. The portal will be available January 1, 2026, to purchase permits.

TERMS AND CONDITIONS:
Please read carefully before proceeding further to purchase a quarterly or annual permit.

CONDITIONS OF USE:
1. Permits are only valid in designated areas. Please click the following link for a map of the seven designated areas where permits are valid: City of La Mesa Parking Permit Program
2. Permit placards must be properly displayed at all times. Failure to display the permit placard may result in issuance of an expired parking meter citation. Forgotten, lost or misplaced permit placards do not qualify as a reason to dismiss a valid parking citation. If a permit is not displayed, the vehicle has no parking privileges and must pay the parking meter and observe posted time limitations. If a permit has been lost or misplaced and is unavailable to display, please call 888-300-9915 to purchase a replacement (a replacement fee of $25 will apply).
3. Tampering with or duplicating a permit placard is strictly prohibited and will result in a citation or possible criminal prosecution.
4. Purchase and possession of a permit does not provide exemption from any other parking laws or requirements.
5. Any outstanding parking citations must be paid before a permit is issued. The City reserves the right to revoke parking permits, without refund, if it is discovered that unpaid parking citations exist. 6. No business or employee of a business in Parking District One may purchase more than five (5) permits per calendar quarter unless the business or employee can demonstrate a need for more than five permits. 7. ALL SALES ARE FINAL AND PERMIT COSTS AND FEES ARE NON-REFUNDABLE.

Please follow the steps below to purchase your Parking Permit(s):
1. Complete the application below. Multiple permits (up to five) may be purchased by entering in the quantity required below. Multiple permit purchases will only require the vehicle information and mailing address to be entered once below.
2. Click CONTINUE to proceed to the payment page.
3. Once your data has been verified and full payment has been made; you will receive a confirmation email, you will have the ability to print your temporary permit for display until your permanent parking placard arrives. Parking Placards will be mailed via USPS.
4. Until the above steps are taken, your parking permit application is PENDING and WILL NOT BE FULFILLED until all the necessary requirements are met.
5. A convenience fee will apply for all transactions: $5.95 or 4.25% fee per transaction, whichever is greater.
